Foundation Public, LLC was founded by Chris Lehman who developed a reputation over 22 years in political and public affairs for repeatedly winning David vs. Goliath upset victories over the tobacco industry and for co-creating the national Need to Impeach campaign that resulted in the impeachment of President Donald Trump.

Lehman says the key to victory is “ starting with a good foundation of strategy, message, and team.” Lehman’s clients won longstanding fights over corporate taxes, clean air laws, and public health despite being massively outspent by entrenched opponents with giant campaign warchests.

Before forming Foundation Public, LLC, Lehman served as a strategist for four consecutive leaders of the California State Senate, for philanthropist, environmental activist and Presidential candidate Tom Steyer, for the advocacy group NextGen Climate, as well as for an influential public health coalition led by the American Heart Association, American Cancer Society, American Lung Association, and the Campaign for Tobacco-Free Kids.  In 2020, Lehman oversaw all paid media and message development for Tom Steyer for President and helped the underdog campaign repeatedly outperform national expectations and polling including a stunning third place in the decisive South Carolina Primary, besting the much more famous Senators Elizabeth Warren and Amy Klobuchar, and Mayor Pete Buttigieg.

Benefiting from experience creating, producing, and directing over $500 million of paid media, Foundation Public, LLC provides full-service narrative messaging for television, earned media, radio, direct mail, and digital ads for public affairs, ballot measures, issue and candidate campaigns, and crisis communications.
